Ninti One partnered with the National Indigenous Australians Agency to deliver monitoring, planning and capability support for the Indigenous Skills and Employment Program (ISEP), a First Nations, place‑based initiative connecting people to jobs, career pathways, training and job ready activities.
ISEP is designed to be flexible and community led, with projects responding to local service gaps, priorities and barriers to employment. Working across NIAA regions in Western Australia, Queensland, the Northern Territory, Victoria and Tasmania, Ninti One collaborated closely with service providers and communities to co design tailored project monitoring plans aligned with local priorities and program requirements.
This approach embedded culturally responsive practices, strengthened Indigenous data governance, and supported local ownership of data and decision making. At the project level, we supported providers to define their own measures of success and develop project specific theories of change.
The project strengthened provider capability in monitoring, evaluation and learning, including targeted support for participant data collection and reporting through the Data Exchange (DEX) system. Ninti One also supported providers to complete their first performance report against their project monitoring plans, using a template co designed with the agency. Providers increased their confidence in tracking outcomes, meeting requirements, and capturing both quantitative results and qualitative ‘stories of change’.
As a new place based project monitoring approach for the agency, this work informed broader program and policy development through more consistent outcomes measurement, improved reporting practices, and stronger evidence for decision making. The approach also aligns with the Closing the Gap Priority Reforms, particularly in strengthening partnerships with Aboriginal and Torres Strait Islander communities and supporting shared access to data and information at a regional level.
