secret ballot

This sometimes happens when there
could be argument outside the Board
about a decision and it saves the Board
members from humbug.
It could also happen because the Board
wants to make a commercial (business)
decision in private.
People first have to vote with a show of
hands on whether to have a secret ballot
or not.
If the majority votes against a secret
ballot, the vote is a public one and on a
show of hands again.
