Some Constitutions internationally have

a Bill of Rights, which says very clearly

what a citizen’s rights are.

Australia does not have one.

The only Aboriginal right that is recognised is land rights in the Northern Territory.

This and the support you need to change the Constitution

makes it tough for Australia to recognise Indigenous rights.
