If it’s not what they planned, they can
talk about what did happen and why,
how and when it changed from
the plan.
Where cultures and systems are trying
to work together, people sometimes
feel under pressure to make decisions
without having all the information.
Action planning gives people time and
room to think and information to act.
It’s good two-way governance.
