The Prime Minister is the head of
government, but not the Head of State.
Australia’s Head of State is the Queen
of Australia. Because she is also the
Queen of the United Kingdom she is
represented in Australia by the
Governor-General.
The Governor-General is appointed by
Parliament and is a bit like a ceremonial
manager.
She or he appoints Ministers when the
Prime Minister recommends it.
She or he also has to approve Acts
of parliament before they can
become law.
But the real power and authority is with
the Government.
