Abstract: The purpose of this paper is to provide an overview of recent policy developments and policy debate in Aboriginal and Torres Strait Islander affairs that may have significance for researchers concerned with service delivery for settlements. The emphasis is on Australian Government policies, since it has driven recent actual and proposed changes. The sources used are government documents and the media, in the form of The Australian newspaper, which has a good coverage of the relevant issues. No attempt has been made to use academic literature because, while it provides an important analysis of the issues, it generally lags behind current debate and developments. This paper begins with an outline of what the author believes are the political motivations behind recent policy changes. It then provides a discussion of some of these actual and proposed policy changes, and finally, it speculates about the likely impact of these changes on service delivery for settlements.
