Abstract: This Position Paper outlines the shape and essential features of the North Australian Indigenous Experts Forum’s proposed Indigenous prospectus for northern development (Prospectus). The paper builds from the vision and principles developed at the First Forum at Mary River in June 2012 and adds new layers to take account of policy developments such as the emerging Asian Century, and the work of the advisory Indigenous Experts Panel. It also sets out the complementary actions from government, particularly relevant to the Northern Australia Ministerial Forum agendas, and from industry that are necessary to realise opportunities identified in the Prospectus. The notion of the Prospectus is to set out the benefits that Indigenous investors seek from their lands and waters, the ways that co-investors can also benefit, the conditions under which investments will be sought and accepted, the role that government should play in framing supportive policy in all its areas of responsibility, and the strategies and plans needed to realise national benefits from full Indigenous participation in northern development.
